The ruling body of Seraphina’s Sea Elf kingdom, composed of several demigods.
At some point, one of its demigods began advocating for cooperation with other deep-sea tribes and diplomacy with surface races to end the kingdom’s isolation. The council exiled him for these views. The exiled demigod then gained abyssal power and led an army of deep tribes — the Cnidarans, Coralborn, and Sharkin — against the Sea Elf kingdom. He subsequently disappeared, and the allied tribes were expelled. This figure may be connected to the King of the Depths foretold in Seraphina’s visions.
