A port city and the origin of criminal elements such as Red, the Kid and Don Tigre’s mafia.

Recent reports describe a volatile geopolitical climate. The fleets of the Pirate Lords rose into a golden era and became the dominant maritime force after the recent tsunami on the coast, but the balance shifted after Zarobataal killed one of their captains.

Panic in the city contributed to factional splits among local criminal powers. One breakaway faction moved against another Pirate Lord, and retaliation escalated into alliances with the Red Wizards of Thay.

Luskan is currently covered by anti-scrying wards established by the Red Wizards of Thay.

The Red Wizards now control most of the city’s power structure and appear to be using Luskan as a test case for a colonial model of rule. Don Tigre’s faction still holds safer ground in parts of the docks and underground, while the surviving Pirate Lords are weakened, isolated, or acting behind Thayan backs.

The Seekers identify the main active powers as the Red Wizards, the weakened Pirate Lords, Red’s divided family, the Zhentarim, and a possible unknown faction connected to Illusk.

A teleportation circle in a warehouse outside the city is the party’s planned entry point for their next operation.
